These thefts are not taking place when people are in the vehicle.
As for the licence plate , they probably steal them as well.

What you are proposing is a duplication of handicapped license plates with a sticker. Pointless and unnecessary. There is no problem with people stealing license plates. The police can spot stolen license plates easy. You are offering a solution to a problem that doesn't exist. Just get yourself handicapped license plates.

I am not advocating doing away with the licence plates, just the plastic placard .
The placards are stolen on a daily basis, and the state legislature working with the dmv could put a stop to it by issuing no more placards, but instead a sticker that would be glued to the inside of the windshield.

It doesn't take a rocket scientist to be able to solve this placard theft problem.

Those are issued only to those who have a permanent disability that is certified by a medical professional, with the car registered in his or her name.

You are not eligible for a plate if you have a temporary (red) placard.
If you have the blue placard, you could get a plate instead.

DMV investigators said they have checked 5,422 disabled person parking placards since July (2018). Of those, 640 were used improperly.
