In CA, 80% of water is used up by the farmers.
+2

And Jerry Brown and the politicians are bought and paid for by the farmers. You have to study the history of how California used to INVITE and ENCOURAGE farming. Now our lawn water goes to China in the form of almonds.

And why are we building a boon-doggle medium speed rail INSTEAD of more dams???? Our drought problem is a mismanagement problem. I'm not cutting back on any of my watering. Glad I live on a culda sack. Good luck catching me watering my plants at midnight.

replace "drain" with "stop refilling", which happens extremely infrequently anyway with a pool cover. I turned off refill supply to see how quickly things evaporate. It's been two months and the pool level hasn't dropped to the point the refill floaty thing would let more water in.

Just because agriculture uses the majority of the water doesn't mean the regular citizens don't have a part to play in conserving what we have left. We need both, not one or the other. Strict regulations need to be placed on what crops are grown here, when they're planted, and where they end up. But homeowners and cities/municipalities also need to cut back. This is an historic drought that's causing permanent damage to our natural water infrastructure. As we pump more and more water out of the underground aquifers we permanently reduce the size of the aquifers, meaning our reserves will never be as large as they once were. Conservation, across the board, is the new reality that the entire state must come to terms with.
Let MATH does the work.
Let's say our water supply is 10% short.

Farmers 80% * 90% = 72% (Save 8% total water)
Cities 20% * 90% = 18% (save 2% total water)

Now the politician is asking cities to cut down 50% and farmers do nothing.
Byproduct of this scheme is that water district must raise water price to make up the shortfall.

Farmers 80% * 100% = 80% (Save 0% total water)
Cities 20% * 50% = 10% (save 10% total water)

Conclusion, city people pay more to get less and farmers pay less to get more.
Chinese get all the cheap Almonds.

The worst is if our water supply is 20% or more short, then the cities have to kill self for the sake of our farmers and politicians.

There are a lot of people who don't understand math. You shouldn't be surprised.
