You can buy the land and camp on it. Not the same as building a house but it's good enough.

I know this lot. They must be selling the air because it's a cliff even by LA standards. If I recall correctly, that part of Utica Dr. is experiencing rather serious erosion issues, so factor errosion control into your foundation costs as you also spend a fortune mounting support into the below rock.

They were probably referring to mudslides when the listing said:

"Lots like this don't last long in this market."

Better hurry and buy it while it's still there.

The property couldn't sell for $39,000 in 2013, so they bumped it $30k 1.5 years later. Another near by property went for $17,000, back to person who sold it a few years earlier.

More than likely that plot is not zoned for residential dwellings at all, thus the low price.
