It still looks and feels like the mid 1990s in Hawthorne.

I am surprised you have to ask. My mom lived in Hawthorne until a few years ago. She felt unsafe the last few years there.

One factor seems to be a lack of housing code enforcement. There are people living in sheds and trailers in the back yards of single-family housing. Many are immigrants with large families.

In addition, try Realtor.com for rentals in your price range. They have some decent-looking apartments on Kornblum, Acacia, Cordary, Hawthorne Way and West 139th. There's a townhouse-style place on 13935 Lemoli that looks good.

Hillsboro Oregon, near Portland because my brother is there. She bought a house and feels much safer in Oregon.

I'll defer to the opinion of locals, as it has been several years since I was in Hawthorne. However, the apartment was the most expensive in your price range, and it looked nice. I'd suggest visiting the neighborhood in the evenings and see how well-kept the surrounding houses are and who is hanging around outside. There are many well-kept houses owned by working-class people, and some nice new-construction apartments.
