Road repair in Los Angeles (Monterey: dangerous, park, area)

Obviously one doesn't need a brain to work for the city in the road repair department.
I have never seen such shoddy work, and I am not talking about pot hole repair, I am talking when they need to repave because of broken water lines etc.


I have yet to see even one spot that was repaired that doesn't resemble a horrible speed bump.
Why can't they pave and make it even with the existing pavement/
Every repair I have seen is at least two or sometimes as much as 5 inches above, or below the existing pavement, and it is left like that.

There is a section of Monterey road in front of debs park, that I have to travel in the center lane(bordered by solid yellow lines ) for a distance of 100 feet or more, just to avoid the terrible patch jobs done by city employees.
Another area of the same road has a patch job at Via Marisol , just below the park entrance, in the northbound lane that is higher than most speed bumps.
I have nearly been rear ended when I slow down for this particular section because it is dangerous to cross over at normal speed, and people behind me don't expect I am going to practically stop before proceeding.

This is one of the many shoddy paving jobs in the northeast section of the city.
I know it does absolutely no good to complain too the city.
That is a waste of time.

The LA city government is the Achilles heel of LA. Moderately corrupt and barely adequate would be an improvement.
