And finally, I've heard Culver City and Winnetka are pretty chill DMV... and certainly Glendale has to be!

I think in certain communities the thinking is that "This is America, your laws don't apply to me, you silly peons...", so you get teens driving upend BMW's, Mercedes', etc., which they received as gifts from their affluent parents, with far too much torque and horsepower and paddle shifters on the steering column that make driving like a video game to them.
