I lived in North Hollywood in the late 80's to early 90's. I can tell you that it has indeed declined. Once I started hearing gun shots late at night, graffiti started showing up on my street and my neighbors got robbed at gun point I was outta there!

This is 2016. You're speaking on NoHo 25 years ago. Presently it is not in decline.

Only the NoHo Arts District is not in decline. The rest of North Hollywood is in decline.
