Garcetti should open them their own Coffeeshops.
Maybe he can build them into the free storage facilities for their "larger belongings"
Will they be able to store stolen shopping carts in their too ?

Speaking of that this article lists the proposed sites for those storage facilities

Anyone else notice how often randoms walk into coffee shops and just grab straws? I've seen it at multiple venues...but only downtown. It's like there's a regional shortage of straws or something. What's with that?
