First off, we have to decide just what homeless population we are going to do something about.
Are we talking skid row homeless, or people living in RV'S parked on local streets?
Assuming it is not the RV crowd, then here is a solution to the homeless in this city.
Most important is to stop any construction of new complexes to house these people.

The most important step should be ways to discourage people from coming here that can't afford to live here, which causes homelessness.
I firmly believe we should take a look back in history, and adopt something that at the time worked to house large amounts of people.

We only have to go back to the time when the state of California rounded up thousands of Japanese Americans, and put them in internment camps out in the desert.
The same principal could work to solve the homeless problem.
Round them up, screen for those who need a mental facility, and place them there, and the rest, live in internment camps built by the city, and county at a much lower cost than mega apartment complexes.

Feed, house, and train them for work projects run by the state.
It worked for the Japanese, and could certainly work for the homeless, and in doing so, camps would discourage more from moving here from other parts of the country, if they knew they would have to be subjected to the rules adopted by the city and county, and one of those rules being, you live in an internment camp until you can make it on your own.
No more skid row, and tents set up on sidewalks, and parks all over the city.

House them all in one central location in the desert, and that alone would curb most of the homeless population.

Giving them a nice apartment to live in is wrong.
That only encourages them to stay on the dole, and not better themselves.
Put them out in the desert, and they will soon learn they should find ways to make their lives better.
I don't look at this as punishment, but one way for the city to house the homeless at less expense, and a deterrent to those who think Los Angeles is the place to be for homeless people.

You can't put homeless people in internment camps, and you can't make them live in the desert. Have you ever bothered reading the constitution?

Actually if you want to enforce 'anti-camping' laws and arrest them for sleeping on the streets you need ample shelter space because the courts have held that you can't criminalize camping in public unless there is shelter space available with no more than a one hour wait.

There aren't any easy answers to homelessness, it's gotten real bad here in Sacramento too but talking about 'solutions' that violate state and federal law aren't really very helpful.

First get rid of those Garcetti baskets and BS. Enabling just brings more of them. You need to make them uncomfortable like the city of Irvine does. It's illegal to be homeless there they will just roust them for fun.........guess what no homeless in Irvine...I might just move back lol.

No doubt the current attitude in L.A actually encourages more homeless people to come and congregate here which increases the homeless population and problem.
LAPD knows they are a problem, but Garcetti makes it seem like if we just drop off gift baskets it'll fix everything and that all the homeless people are angels.

Reality is that many (not all) are on the streets because they have serious drug or alcohol problems. A long criminal record ,etc.
Many might just have serious mental illness but they are loose canons and it's not in the interest of public to have them on the streets.

I'm tired of hearing that we just need to 'deal with it'.

Great points sorry I can't rep you again. I actually feel bad for them but they have gone from public nuisance to threat in some cases and they are definitely urban blight. Our rights are greater than theirs it's that simple. Maybe LA just needs a wider street sweeper?
