There is a shopping area where the bums congregated in Sylmar. One morning I saw a cleanup crew pressure washing and they put up a chain link fence to keep the filth out.
Although Sylmar is 30 miles from downtown its still LA.

Noticed an increase in homeless in downtown Burbank but they aren't the aggressive type homeless like you might see in downtown or Hollywood or some other areas .
I doubt those types would be tolerated in Burbank .

For OP, there are going to be some homeless in every community.

Actually, they're being sensitive to the stakeholders who actually have a legitimate claim to being in the city.
