I registered a complaint 5 weeks ago about a fence fronting my neighbor's property that exceeds the 3.5' height limit, but have still not heard anything from the LADBS. Not by phone call, email, paper letter, fax, telegram, carrier pigeon, message arrow loosed from a longbow, semaphore flags, talking drums, smoke signals, or by any other means. Anybody know LADBS's typical response time these days?

I think the reason you have received no responses to your post is that everyone is still waiting for THEIR response in order to answer your question. If you want anything out of LA city government, you pretty much have to be homeless or illegal these days.

Response times are probably pretty good in Pasadena I would imagine .
