Does it really have to do with whether its LA or any of its suburbs? I see it in Santa Monica, Culver City, Pasadena. To a certain extent you see homeless in Beverly Hills, Century City, Long Beach. You might not see encampments but you do see people asking for money, sleeping on the sidewalk etc. Its not exclusive to Los Angeles. People sit in wheelchairs, sit on benches and stand on Rodeo Dr in Beverly Hills asking for money, using the bathrooms in the dept stores, and just doing their thing.

Yes it does matter. Culver City, Beverly Hills, Glendale, etc. don't tolerate encampments and there's generally a sense of order. That is not to say there are no homeless people at all, but they know better than to misbehave because they face consequences for doing so. The order to let encampments stand only applies to the city of Los Angeles (although the Santa Monica City Attorney acts like it also applies to Santa Monica)

No encampments in Culver City but CC borders on Palms which is one of the most homeless infested areas of L.A., ranking right "down there" with downtown, Hollywood, and Venice.

The LAPD lets the homeless get away with anything and treats them as a privileged, protected class. They are able to commit almost any crime.

True . even the crazy homeless know where they have to behave .
Like you said when there is law and order people generally respect that even if they seem out of it or crazy .
You lower standards and expectations and let anything go in the name of "tolerance" and we see what happens. It becomes chaos .

Yup, the homeless, they're irresponsible for their lives, but they're not stupid. They go where the money (handouts) are and where laws permit them to walk the streets.

Before moving here, I had compassion for the homeless, but I'm just forced to look at them every damn day, Every Day now! Most were never productive, law abiding, responsible citizens. Minus those with mental issues, and the people who are temporarily homeless due to job loss, the rest are career druggies and alcoholics... vices adopted by CHOICE.
