All of the cold, windy weather lately has me thinking: If the City of Los Angeles itself was one day hit by a freak blizzard, how would the city handle it?
What primarily concerns me is the large number of homeless people here and the
number of deaths that could result should such an event like this happen.

And check out this Wikipedia page:

https://en.wikipedia.org/wiki/Great_Blizzard_of_1899

where Florida got hit with a large amount of snow. If it can happen there,
it can happen here too.

The homeless might freeze and it would be a humanitarian catastrophe...to some.

Angelenos can't handle a rainy day, there's no way they'd handle a freak blizzard.

Think about what the 405 is like now, and now imagine it with 3 inches of snow on it.

All I can say, is I want to be there when it happens.

We would shut down for a day. Much like a medium sized earthquake. How far into science fiction are we taking this scenario 20 something Fahrenheit for one night?

"Cold Snap" coming apparently
---
People who are “vulnerable” to cold weather should prepare for a plunge in temperature expected to set in this week in the San Fernando and Santa Clarita valleys, Los Angeles County health officials warned this week.

Temperatures will go below 32 degrees Fahrenheit, with the chilly weather that began Wednesday and Thursday, depending on the location.

The San Fernando Valley is expected to experience these cold weather conditions on Thursday and Friday, and the Santa Clarita Valley will be hit with them on Thursday. The cold alert also affects the Antelope Valley, the Los Angeles County mountain areas, and Pomona this week.

Everything in the "Hills" would come to a screeching halt. By the way, does LA own any snow plows?

Of course not they're not prepared. Why would anyone think Los Angeles would be prepared for a snowstorm? It would be like Iceland being prepared for a month at 100F.

It would be a sight to see, though, for sure.
