The mayor simply realizes that there are no laws that allow for deciding who can and who can't live in LA. It doesn't matter one hoot whether you want drug addicts and ex cons living in LA, there is absolutely nothing you can do about where they live. What can be done is they can be provided a place to sleep so that they aren't camped on the sidewalk, anything short of that is just cheap talk and doesn't do squat to fix the problem

Well except for illegal aliens.

Point is the messaging of it .

You think it's good to literally welcome everyone to a city ?

I think it's silly to to claim that "literally welcoming everyone to a city" (whatever that means ) causes anyone to act on that. If the mayor of Birmingham Alabama welcomed 'everyone' to the City I can't think of even one person who would move there as a result.

The vibe is that you can come here and act badly and there won't be any or many consequences. Criminals are called "justice affected " .. that means they are the victims ..
In the modern leftist mindset .
Our Mayor has lectured us that we should thank them for serving their jail time. You think that's right ?

Not sure how often you've been out of CA , but that doesn't fly in many places .

Look how soft on crime CA has become . People used to have to do hard time for many crimes while now it's catch and release .

Law enforcement agrees with me so this isn't some random opinion of someone on CD .

Law enforcement warned that it was a bad idea to early release prisoners and reduce sentences ... now we are suffering the results

Yes because "homelessness isn't a crime " so they can do whatever they want .

You can ask but you won't get it, cops don't have the time to prosecute every call regarding loitering and trespassing, and even if they had time, all they could do is write a ticket so it's a huge waste of time. But what's this about obstructing "public ambulatories"?? You mean ER's? Hospitals have private security that is perfectly capable of managing that.

lol, no one ever did "hard time" for loitering or walking on your lawn. Law enforcement agrees with you? Maybe you think that because you approach every cop you see in a restaurant and rant to them while they are eating their lunch? Of course they agree with you, they want you to go away and leave them alone.

I lived in Nevada for 19 years, the approach to dealing with the homeless there is pretty much the same as anywhere else, they move them out of the tourist areas so that the casino owners don't get upset, but other than that there are no significant differences. Trespassers and loiters in Nevada definitely don't do "hard time"
