Maybe a rhetorical question... Something is going on for sure- public safety and quality of life are being utterly destroyed over tax money so I guess drug money would not be a far reach for those administering this misery - they clearly have no morals or ethics. the use of devastating drugs like meth and heroin are sure a big part of vagrant management. There seems to be zero effort to stop the drug flow and zero consequences for anyone doing the drugs...soooo

It is, I believe, the key to understanding the otherwise insane homeless policies and changes to the criminal code that have been enacted. The cartels have more money than any California industry.

Regressives keep fighting and winning, mostly because they are unopposed, always pushing us closer to becoming like Calcutta.

Good luck ever seeing DTLA get more gentrified. Bums can claim property rights over personal affects that they are leaving on public or private property!

That's the main motivator here- fear of lead poisoning (cartel style) could be a close second..

Don't you think at some point a dollar figure and cost benefit analysis has been assigned to each vagrant they let out ? The vagrant wranglers MUST know how much tax money each vagrant is bring in! There must be a huge profit margin based on the monetary value of each vagrant -
---public policy and welfare are now being dictated based on this one settlement- for how much again? No pro-law and order lawsuit(s) over this???

Where is the tax money going and WHO is getting it??? The monetary value per vagrant needs to be disclosed NOW!
This is now headed towards street criminals in general being a protected class...

Another thing is that retired people have all the time they need to go shopping in the daytime and rarely have instances of, "Oh no, I need this item right now so I need to walk to the store after dark.", and face homeless people and their creepy behavior, including but not limited to, verbal harassment, indecent exposure, threats of violence, actual violence, etc.

Nice... so they sided and listened to advocates that probably don’t even live in the area or around the homeless versus the business people investing billions in downtown , creating jobs etc .

Well Los Angeles - your City Council was just bought off and settled the Mitchell vs. LA with a 10-2 vote meaning the homeless can basically do whatever the F they want because your elected leaders don’t care enough about YOU to implement reasonable rules. Enjoy your hep-c.
