Yes CHP is state police. In California any officer have jurisdiction anywhere in the state.

Remember that a LA Unified School District police car was among those backing up when LAPD took over the Rodney King arrest from the CHP.

Every big city I ever lived in has car chases but no city is so fixated with car chases like LA. Wherever I lived, no other city's news station takes up the entire newscast with this mess.
