It's completely within reason to wonder if the Talent is perhaps being "screened out" because it doesn't match Muscle's personal idea of someone he wants to work with:

Yep. I'm a southern California native, living in Iowa the past 20 years. The community colleges here in Iowa provide 1-year diploma or 2-year degrees in technical careers that start between $40,000-$60,000 upon completion. That's a good salary here, but the state is bleeding their young people to other parts of the country with better opportunities for future advancement, better climate, adventure.

When I am looking for employees I look for employees that can do the job required. It does not matter what they do in their free time.

His issue is most likely the salary to experience required ratio being way out of wack. For example 9 dollars an hour with master's degree.

OP does not need to mention salary. The more job pays the more qualified employees will apply.
