Its not near many things that is why. It was booming during the hippy era and still continues to do well today in that regard, I think San Francisco and Topanga Canyon had the most hippies per square mile in the country at one time. It is a nice area, but again I think what matters is close proximity to industry for many.

The main issue is traffic and distance to stores. Topanga usually have lots of traffic both in the morning and evening. Depending where you live and what time you decide to leave it can take you 45 min to get out of the area. Basically there is really only few ways of getting out of the area you either use Topanga Blvd and take that all the way to Ventura or if you live near old topanga you can take that and then take mulholand to get back to Topanga Blvd.

What's the allure of owning a home in that area when you can't buy insurance. After a series of devastating CA fires insurers are pulling out of areas that are highly inflammable and have poor access for fire fighting equipment.

Always thought it was odd how close you could be to the Valley and Malibu and be in this rural hippie area. Laurel Canyon offers a lot of the same "benefits" without having to drive miles to get back to civilization.
