Shelter-in-place specifically for West Hollywood. Unfortunately, political correctness almost automatically rules that out. It would take some gay celebrities to publicly call for that. West Hollywood's own mayor has the virus, I just read. If that doesn't make him see the light, nothing will. Are gay communities in other big cities also coronavirus hot spots? LGBTQ organizations are convincingly arguing that the virus will be more fatal to them, at least when controlling for age. https://www.ebar.com/news/latest_news//289526 At the very least, I'd have a large, asymptomatic portion of the WeHo population screened for the virus and quarantined if positive of course.

I think City of LA has more residents, but I haven't been able to find the data, due to Google conflating it with general Los Angeles.

Hollywood also has a lot.

Besides the obvious reason(s), walkability is a problem. They easily can walk to shops while technically abiding by city and government orders. We need authorities who don't care about political correctness and will as much as possible confine people in WeHo and probably Hollywood in their homes as much as possible and bring supplies to them instead and do door-to-door pre-screening for coronavirus. Also, a health warning needs to be issued for people who don't live there to stay out unless absolutely necessary.
