Well, if you're referring to things doctors tell patients within the privacy of the patient-client relationship, I confess I'm not able to comment on that. But, if you're talking about health officials and doctors that sought out and acquired a platform in the media and/or social media, it's a different story. We can find a long list of supposed doctors who made big names for themselves on legacy and social media through incessant panic porn and fear-mongering. We had the director of the CDC crying on national television in 2021, stating that she was terrified with this sense of impending doom. We've had Anthony Fauci concede that he alters messages and predictions based on what he thinks the public is ready to hear. We've seen Op-Eds in publications such as the NYT openly arguing about the importance of scaring the public (so as to motivate the public to act more cautiously).

Maybe you should watch the entire clip so you could get your story straight. It was March of 2021. Many people were not yet eligible for the vaccinations.

Most people in the USA are too stupid and selfish to readily follow public health guidance. Los Angeles is very typical in that sense. San Francisco is an exception, due to a rather smart workforce and maybe the AIDS history there.

Noble lies tend to blow up, noble vagueness might work a little, and the former only was rather evidently applied to face masks, not the danger level of the virus itself. It has almost universally been depicted by the medical community as dangerous and something to avoid, because it is. Some people (stupid/selfish) have eagerly bought into claims otherwise, often from the Internet, acquaintances, or toxic public figures (some of them politicians).

While Ferrer will make statements, Los Angeles government with actual power to back her up and bypass many uncooperative residents is a joke compared to typical tough big-city leadership and won't do so, and it of course can't block flights into the county. Be adequately vaccinated, don't do risky behaviors, and hope that's enough.
