The LAPD let a possible/obvious drunk driver leave the scene of an accident where he hit three cars. The officers are under investigation. Are they covering for another cop?

I saw this and found it very baffling/ridiculous.

Very possible a cover-up. If I pulled over an officer from my own department at an incident like this one, I requested CHP to handle it.

I wouldn't want to accept that responsibility/liability...

I was not at all surprised LAPD let a drunk driver walk away without a breathalyzer test. Several years ago I was side swiped by a drunk man driving a Jaguar in North Hollywood. I called LAPD and after an hour or so they showed up. I told the officer the driver who side swiped me wreaked of alcohol. The officer spoke to driver for all of 2 or 3 minutes. She didn't administer a breathalyzer test or sobriety exam. She wrote up the incident and was gone in less than 10 minutes. I chalked it up to a lazy officer, not doing their job. I thought of reporting the officer but decided not too.
