He’s a scumbag. Allowed a cold blooded killer to get out of prison after only 6 years . He literally is the poster child for soft on crime.

He started in LA though. He spent about 20 years with LAPD, then became the Chief in Mesa, AZ before becoming the Chief in SF and then the DA in SF, before going back to LA.

It makes you wonder if anyone who voted for Prop 47 (me included) in 2014 knew that it would reduce from felony to misdemeanor the charge for property and other theft of value under $950. From what I remember, the big issue was to reduce the charge for possession of narcotics.

SACRAMENTO — For many, the lead villain in the rash of smash-and-grab thefts plaguing California is a sentencing reduction ballot measure that voters approved overwhelmingly seven years ago.

“I think it was the biggest con job in California history,” says Sacramento County Dist. Atty. Anne Marie Schubert, a former Republican who intends to run for state attorney general next year as an independent.

“Criminals have been laughing at us. ... There’s a clear belief — and very large reality — that there’s no consequences any more to theft. ... You tell everybody we’re not going to hold anybody accountable and guess what’s going to happen?”

Even ultra liberal mayor Garcetti is admitting zero-bail is a bad idea.

California Atty. Gen. Rob Bonta said the group crimes are rooted in a kind of organized crime. Those dashing into the stores are mostly foot soldiers for others calling the shots from a safe distance.

The state’s top prosecutor said they are giving directions to the people hitting businesses by wielding social media, text and message groups to guide them on the most valuable goods to snatch.

The rash of crimes has generated debates not only over how to combat them but over criminal justice reforms that California has undertaken, which some police officials blame for an increase in some crimes.

“You know, the crime we are seeing is organized crime, and it is going to take an organized strategy to put a stop to it,” Bonta said of smash-and-grab crimes and a broader array of retail thefts that have ramped up in California stores.

Responding to criticism that social justice reforms including Proposition 47 have fueled shoplifting by reducing its consequences, Bonta said these crimes are organized thefts that are felonies and that in the smash and grab incidents the suspects blew through the $950 threshold for a felony in a few seconds.

There’s been drug court for decades in CA.

Users(and low level sellers) with few offenses get sent there with the chance to seek treatment and have their record expunged if they successfully complete the treatment and don’t otherwise get arrested.

At the state level, it’s a myth that the prisons are overcrowded with drug users serving long sentences.

Federal might be a different story.

"Minors accused of a wide array of crimes, including robbery, sexual battery and arson, will be eligible for a new diversion program launched by Los Angeles County Dist. Atty. George Gascón that spares offenders from criminal charges and requires them to make amends in other ways.

Gascón unveiled details of how his Restorative Enhanced Diversion For Youth program will work in an internal memo to prosecutors last week.

While teens accused of the many serious violent crimes — including murder, rape and any offense in which a gun was used or someone was seriously injured — would be barred from the program, those facing charges of burglary, vehicle theft, assaults or robberies that didn’t result in serious injury, arson or sexual battery can be selected, according to the memo, a copy of which was reviewed by The Times."
