I just moved here from Arizona 2-3 months ago, and I've been trying to research the fun areas to live. Right now I'm in Redondo Beach (between Catalina & Esplanade). This place is really, really boring.

Downtown Long Beach is okay, but Long Beach is very spotty. If you want to be near the beach and action try Santa Monica. With a rent budget of $1700 you should be able to find an decent apartment.

Santa Monica to Torrance will be going against traffic on the 405 so your commute wouldn't be bad at all.
