Sometimes. There are places that will rent to over 18. I'm not positive about the age requirement, but there is place called 699 rent a car where you can rent a car for $6.99 plus 15 cents a mile. They also have unlimited rates ($12.99, I think) and they take debit cards. I didn't suggest it because I thought between mileage and gas that would blow the wad. :-)

Yeah i don't plan on renting a car, just walk around and ride the bus. as i dont know my way around la at all. i need to do some more scouting. My friend might come with me. that would be great. i dont think i can do it alone.

I was looking up hostels and they range from 20-30 dollars a day. thats what i was planing on doing. I was planing on staying in the west Hollywood area. like the strips. then go down to the beach.

Anyone have anymore information. like what to stay away from?

If you and your friend stay in the main tourist areas you should be fine. Since you only have 8 days, I would recommend splitting time between the Hollywood and Venice hostels. That way you can spend a few days exploring city LA: Hollywood, the Sunset Strip, Bev Hills, the Grove and Melrose and the beach: Venice, Santa Monica, Westwood, Marina del Rey and Culver City. You can also do alot of this on foot and minimize your bus time. Have Fun! Feel free to DM me if you have more questions.
