The Omelette Parlor on Main St in Santa Monica is very good. Norm's is also a good, cheap place for breakfast.

The Pantry at 9th and Fig downtown. Not necessarily the best food, but all of the waiters are or at least used to be ex-cons, loved the atmosphere.

i went to the waffle once, and it took 45 minutes to get a take-out order. i was told the wait would be 15-20 minutes, so i left to get gas. when i returned, i had to wait another half hour for my order. by the time i got home, a mere 3-5 minutes away, the food was cold. i suspect it was sitting around in the kitchen while the lazy waitress was telling me "it's
almost ready," without even checking. never a-_____-gain!
to answer your question, i like toast on 3rd street, marmalade at the grove, and ford's filling station in culver city. basically, i judge a place by its french toast and bacon. it also helps if i can get american cheese mixed into my scrambled eggs, because it melts without clumping. (yes, i know that it isn't really cheese-- and i don't eat it, otherwise-- but it does serve this particular purpose best of all.)
the four seasons used to have an amazing brunch, but it has been several years since i've gone. brioche french toast to die for!

Aroma on Sunset in Hollywood has yummy breakfast/brunch items and they have good portion sizes; I like that they offer salads with almost everything, even though it's breakfast. But they've been packed the two times we've gone (once on a Saturday, once on Sunday). It also bugs me that they don't have closing hours; what if you show up and they're closed?

Lunch: 11:30 to 2pm
Dinner: 5pm to 10pm
