I agree. It's very diverse, urban and safe althogh parts of Downtown and the East Arts Village district are kind of sketchy. Anywhere east of LB Blvd. and south of 3rd Street is very safe in my opinion, but safety differs alot depending on who you ask. I suggest that you go down and check out the area, and do it at night because almost any place seems safe during the day.

Redondo Beach is probably the most diverse of the south bay beach cities, and it is more affordable as well as safe. Santa Monica does have some gang issues in certain parts, and the nicer parts are some of the priciest in LA.

If it still is black or almost solely I wouldn't call that diversified nor do I think Baldwin Hills has a really quaint small town feel about it. Maybe I am wrong.

I happen to feel parts on Long Beach, Altadena or So Pasadena come closer to fitting the profile or what the OP seems to be hoping to find.
