Is the foreclosure rate in L.A. bad or are there just alot of properties sitting around and not being sold or depreciating. I know that along with the rest of the country there was a building frenzy during the past few years.

If your optimism were based on fact, it might be more reassuring. I agree that Arnold is a "good person". However, he has been totally ineffective in dealing with the Democratic legislature, and the people here don't want any more taxes. We have continued to throw money at liberal social programs and corrupt retirement programs while our revenue stream has shrunk.

Since the OP asked for personal experience, the State has decided to shut down one of my major contracts. It is a locked healthcare facility for the developmentally disabled. Over 100 Nurses, Psych Techs, and truly caring Direct Care Staff will be out of a job. The clients will be dumped back into large State Developmental Centers where budgets and programs are being cut, and individual attention will be rare. The primary treatment modality will be medication. Therefore, from my perspective California is not on the rebound.
