I'm wondering because I know someone who is trying to buy one ASAP before the market gets worse for the buyer.

Why is the market going to get worse for the buyer? Is your friend listening to their realtor telling them the market is about to take off and they should buy now before being left behind?

Who said the market is going to get worse for the buyer any time soon? Unemployment is steady in LA at around 12%, interest rates can't get any lower, and a number of government subsidies helping to keep costs up are due to expire in the next few months. Worst case scenario in my mind is that real estate prices remain stagnant. Once the $8000 credit expires, Fannie Mae and Freddie Mac stop buying conforming loans (since they are already over their limit), and interest rates start to creep up, I see nowhere for us to go but down.
