Sacramento while not major, seems just as challenged about left turns to the point where some of the most insignificant intersections, where residential streets cross major boulevards, are fitted with left turn arrows that can take up to 2.5 times longer to cycle than the regular kind. I dont remember this being quite so ridiculous in L.A. Maybe it is by now?

Well sometimes visibility is the issue as the road may bend ever so slightly, or there are trees, a hill maybe, that would hinder ones judgement, maybe not yourself but some older or visually challeneged drivers who may not be be as sharp at judging speed and distance. Hence the controlled left turn signal. Just be patient out there with your life in your hands. A lot of the road rules may seem annoying. But I would guess that most of them are there to keep you alive, or are even the result of some fatality from years past, that you are not aware of.
