Probably SBVC. Probably San Bernardino.

Riverside City College is also pretty close to LLU. I would not live in San Bernardino myself. It is cheapest, but a lot of areas have substantial crime and drug problems. It is also hot and smoggy.

If you don't mind a small living space, you can find very reasonable 1 bedroom and studio apartments in downtown/historic Redlands for around $600/month. The neighborhood has lots of trees, is safe, and has a small but existing night life within walking distance. It is very close to LLU and you don't have to take the freeway at all.
