I completely understand the gangland part. Being an outsider meaning non Hispanic or not a native east LA-er?

In theory, yes. In practical terms, no.

I am half Mexican and wouldn't live there, no way.

Santa Ana and Stockton seem like Disney Village compared to East LA.

I lived here all my life, but it's properly because I am near to City Terrence by 2 blocks (north-western section of East LA near the LA City Limits). Never in any danger. Maybe more in the south-eastern end of East LA (Near Commerce & Montebello City Limits) has gangs.

Sort of incomplete data. Hispanic is an ethnicity and can include any race. But for the purpose of the OPs question, 96.8% of the residents are hispanics.
