It's common for the office to screen patients with certain criteria if the doctor isn't officially taking on new patients at this time. My primary care physician does that by excluding certain insurance companies/plans that have low reimbursements or habitually tardy.

Yes it is, but discrimination in and of itself isn't a bad thing. Gynecologists practice gender discrimination, pediatricians practice age discrimination, and it looks as if this office realizes who keeps its bread buttered, and is set up to work within that industry.

Time to move on and find another doctor.

This is NOT discrimination nor is it illegal. He/she can see whoever he/she wishes and can set up crazy rules. Unless it is an emergency and he is the designated person to take care of emergencies in that specialty for the ER you are in. For outpatient visits most can refuse seeing you merely for not having insurance. Being contracted with your insurance is irrelevant. That means if he/she sees you he/she will have to abide by the $ amount set by your insurance, would not be able to charge you extra and also assures that the insurance will pay him the appropriate $ amount.

What does this have to do with the hippocratic oath? Doctors can and often need to limit how many patients they can handle in order to do a good job.
