I think it is up to $381 now and again, this number like the others before it ($271, $341), always made me wonder. It's such an unusual amount. Somehow, somewhere, that $381 some must have had a little rinky dink fine or fee added in there to make it $381 instead of a more rounded $375 or $400.

Here's information on HOV, including a system map, from Metro: Los Angeles HOV

The fine for crossing the solid line is the same for violating the HOV rules, $381, so be sure to enter/exit at designated points, or run the risk of a ticket.

The purpose of the carpool lane is to encourage carpooling - that is, reduce the number of cars on the road. The example above doesn't accomplish this. So yes, it is discrimination, which isn't always a bad thing: handicapped parking spaces is discrimination, so are ladies restrooms, girls softball teams, etc.

With that, it doesn't mean there can't be exceptions (using ADA arguments) as in the example quoted.

If you get caught with a corps in your car, I'd imagine, violating carpool lane regulations would be the least of your problems.

Also, what if you are driving an old buzzard and he/she checks out on you on the way to (let's say) his/her treatment or something else....and then you get pulled over, now what?

I am waiting for some spoiled Beverly Hills lady gaga wannabe to start a new lawsuit because her chihuahua named pinkberry was not accepted as a person when she was fined for driving in the carpool lane with it. She was mentally devastated since Pinkberry has been a part of the family and considered a
person' ever since it was found wandering around at Runyon Canyon park....

You'll see, it will happen.
