Howdy folks,

How great is the new amendment of TOPS? This is one of the best things to come out of the Louisiana since boiled crawfish. I love you Louisiana!

It's a scholarship provided to students who score well on the ACT and who have a high GPA to attend any Louisiana public university for free. The tuition is waved and all you would have to pay for is room and board, fees, etc. It is being funded by a cigarette tax and other means.

I know what it is, my eligibility was stripped away by an incompetent counselor in high school but I meant this new amendment you're talking about.

I assume the OP is referring to the Ammendment that was passed over the weekend, which was a renewal of a 4 cent cigarette tax. TOPS will be getting alot of dedicated money from the renewed tax.

Default Cigarette tax

What happens when enough people stop smoking and the cigarette tax isn't enough?

The students are accustomed to receiving free (for them) education. Somehow I don't think they will be willing to go to college the way I did, work during the summer and go to school during the fall and winter.
