Check out the Mississippi gulf coast. It's relatively cheap, compared to Florida, and you can rent pretty close to the coast in Gulfport/Biloxi, although rent has gone up somewhat since the hurricanes.
There's not much for you in Louisiana. Most of the coastline is marsh. Grand Isle is one of the few coastal communities. You can check it out if you want. Coastal Mississippi has more rental opportunities for you and in close proximity to a beach.
Some of the suburbs around Mobile, AL and across the bay like Daphne are still within an hour from the coast and Florida.

You don't want Louisiana, that's for sure. The best thing we have has brown sand and funky water. Take darylwi's advice and head east.

Hon, if you're looking for ocean, Louisiana is probably not the spot for you. Our coast is mostly marsh and unless you're willing to move to Grand Isle, it is unlikely you'll have a beach. On top of that chances are you'll have to evacuate at least once every couple of years, if not more, during hurricane season. Evacuation is something of a way of life for those of us who are natives, but for those who have never had to do it on a somewhat regular basis it can be a huge pain in the rear. As much as it pains me to say so, I just don't think LA is what you are looking for. Good luck finding a nice beach on which to retire!

Default Check out Texas

The Texas Gulf Coast has a lot to offer, and it rather inexpensive if you're not planning to own property (taxes are quite high). Galveston County southward has surfing, sailing, scuba, deep-sea fishing, surf-fishing - just about all the water sports you could imagine, plus beaches. There are lots of small villages along the coast that make for great retirement homes. Though not retired yet, we love it here.
