It sounds like I've seen a whole lot more of both than you have.

You don't have to feel personally threatened to disagree with rankings, most of which are based on extremely flawed data. And this study clearly fits that bill, seeing as how they put a state with less than perfect highways so far up the list.

If you hover your cursor over different sections of the top map, you can see the proposed route as it compares to the existing Hwy 90. The divergence takes place as it approaches downtown with a re-convergence as it nears the airport.

The proposed interchange with Kaliste Saloom across from the airport looks interesting...
