Is the traffic bad? I know good or bad may be a subjective idea, so let me ask the question in a more quantitative way: I found an apartment in Clarksville, IN (very close to the Falls of the Ohio State Park) which is just 2.4 miles away from where I will be working in (Downtown Louisville). Does it take more than 20 minutes to get me from the apartment to my office during normal rush hour (around 8-9am)?

No. Where is your office though (exact address)? It should be less than 10 minutes to any point downtown except on days where there is snow or very heavy rain. That part of Clarksville is somewhat historic but not the nicest (it is safe just not very "Upscale") For a historic area close, I find downtown Jeffersonville to be much nicer, and there are even a few shops and restaurants you can walk to.

Traffic won't be a problem. If you like the area, move there. Really though, if you want a jistoric neighborhood feel that is close, Jeff is a better option IMO. Old Louisville, downtown proper, and Butchertown are also options, although they are not as safe (but very safe by large city standards).

It shouldn't on most days. I live in Sellersburg and drive downtown to the UofL health campus every day and it only takes me about 20 minutes most days.
