Is there any new news? The latest I can find on the web is that construction will either resume this year or in 2011. I also read they had to move some utilities because the digging was causing some of the historical buildings to vibrate and shake.

From what I've heard, building will resume once the economy gets better, they're having financial issues. Its at a stand still right now.
