Based on that alone, you're better off in a city with more than a million people. If you have to live in West Texas, Lubbock is the best option.

Yeah, if this isn't a troll post, you need to do some basic research. West Texas is very religious, and you'd be lucky to find a restaurant that even offers a dish without meat. The bolded things only exist in large cities.

Cheap rent, safe, good running area: Lubbock.
Large atheist population: Not sure why the size of the atheist population matters, are there weekly atheist meetings I'm not aware of?

Other than the "cheap rent" part, I'd suggest you look at Austin.
