Nor just Lubbock... dogs are the 'new thing' (soon to have their own special 'discriminated' class designation)

less legal trouble for people that to leave their kids in the backyard while the owners hibernate indoors.

Pet (working farm dog) owner for 50+ yrs, but neighborhood dogs are a REALLY problem for me in Texas. *The state where is is mandatory to appear congenial, but... also mandatory to be the 'Neighbor from hxll". Tonight is a rare thunderstorm blessing, crashing thunder and lightning but... no barking dogs, yet. 3am is coming. If not pouring rain, there will be 4-7 dogs barking. (rural, in a valley, can hear dogs for well over a mile... LOTS of dogs, most people have 3+. I have never seen anyone care for their dogs, they just leave them outside barking)

Yeah, dogs are all in the rage now. And as said above, they are already well on their way to having special recognition, special considerations, and near-human elevating. Don't be surprised if those dog barks become recognized as speaking, and then protected by the 1st Amendment.
