It seems that some are saying it doesn't take much to erupt Violence in some Inner City Neighborhoods.

Widespread acceptance of ghetto behavior. Make it socially shameful to have children one cannot take care of, to squander one's educational opportunities, and commit crime to get what one wants. Presently, in far too many areas these actions are viewed as normal and not as unacceptable. You can't legislate decency and responsibility. The change must come from within the community.
