I thing CAVE exists everywhere. It is closely related to NIMBY. That being said, I dont give money to panhandlers. I live near the Spring St exit and see them daily. I also jog the riverwalk and have seen several of these regular panhandlers go into the gas stations by the bridge and purchase whatever adult beverage they want with their panhandling money. Second, while waiting at the light I have seen them throw trash related to the food or purchase they have directly on the ground. I refuse to support vices for others and the trash they deposit infuriates me.
I support the organizations such as Daybreak who work to assist and I have supported them financially, but giving dollars to panhandlers who trash our highways and buy beer with their "earnings"...Nope and I encourage others to donate to organizations like Daybreak instead of panhandlers.
On a related note, if I ever saw a person at the offramp with a sign, "I cleaned up this intersection" standing next to a full trash bag, I would give them a $20 or more. Instead, they stand there in a pile of litter (some of their making) asking for money. Nope.
