That's more a factoid, since it's not true at all. Atlanta had several buildings taller than that by 1940, the 17-story 240 ft Candler building was built in 1906. Augusta had the 17-story Lamar building in 1916. I bet Savannah, Jacksonville, Colombia, Charlotte, Richmond, and obviously DC, Baltimore, and Philly each had taller buildings than 11 stories by 1940.
I can't believe that the writer of the article typed that without thinking about it at all.
