America's most recession-proof cities - Yahoo! Real Estate

Article talking about the stability of some cities. Madison is listed at #14, no doubt due to the state government and UW. I wonder if this will change if there are significant budget cuts?

Yes, this may be true for government and UW positions. The corporate sector and health care professions seem to be holding up, too, according to the Wisconsin State Journal. This is good news in contrast to many other cities, but many service workers, construction workers, and other blue collar workers are suffering. There is also a virtual hiring freeze in the elementary, middle, and high schools due to massive budget cuts. Madison is doing "ok," but not great. We are surviving.

Even so, Madison got hit pretty hard, relatively speaking. A few years ago the unemployment rate in Madison was 1.5%. Now it's hovering in the 6-7% range.
