Admittedly I haven't been on the beltline in a year or two at peak traffic, so take this with some grain of salt. But the beltline is not horrendous the whole way, and gradually lightens as you move west from 90 in my experience.

But yeah, the 4-5 miles from 90 to John Nolen or 151 is bad, but there you offload the univ/hospital crowd. At 18 you offload the Epic folks. Assuming you're continuing up the beltline to Middleton I don't find traffic particularly heavy after 18 aside from slowdowns at the West Towne exit/on ramps around the holidays

Still, if you're working on the west side, I'd generally recommend living west of 14/151 to avoid the worst tie-ups between there and the interstate.

I'd say the above is usually solid info, not taking into account winter conditions. But unfortunately there is a major interchange being constructed at the 18/151 area that i believe is running thru next year (started before we moved back here) and the lane splits and closings can really add to the mix there. Again not talking the same as being stuck in a major city's traffic jam, but it can add some add'l time if one has to travel that far.
