Statistics. They read the lists of accidents, etc.within a certain period, a year maybe and then compare to other cities. 16 means it's no. 16 on the list of 20.

There is one serious flaw in that statistic. It seems to be based on people from a city "self reporting" a previous accident. There is no verification whether anyone is telling the truth or not. I think it is reasonable to expect that this will bias the study because people in big cities like LA and Detroit are more likely to try and hide previous accidents in order to get a lower quote. I consider this list practically worthless.

Oh, there's ALOT of people in Wisconsin that don't report their accidents. Noone wants higher insurance rates.

Large college population + one of the biggest party schools in the nation = dangerous drivers.

Not to be argumentative, but most of the bad drivers I see are around my own age. Definitely not (traditional) college age.

The university/colleges do contribute in one big way, however... So many people from out of town who don't know the rules of the road (ie bus lanes) and don't know where the heck they are going. I can't tell you how many people I've seen do dumb things when they realize they aren't headed in the direction they meant to be. They get into panic mode and their brains turn off.

I hear that!!! I live downtown MKE and it seems like most of the drivers there are out of towners that have no idea where they are going. Turning right over 3 lanes of traffic, wrong way down one ways and not turning right on red lights and driving 25mph!!!

Very correct, but it's all relative. It's almost like those studies asking how happy you are.
