When I say "I don't understand the quarantine order" I mean, does anyone know exactly what it means with respect to the situations I described?

1 - Do as you please. In and out in 1 day.

2 - Campgrounds currently won't take reservations from out of state residents.

3 - Ditto

This all may change early this coming week, however. Governor Mills is expected to announce relaxed guidelines.

What official order or policy do you base this on?

(1) Day trips to Maine from another state. Examples: walk on a beach, kayak on a remote lake. In those situations I would have all provisions for the day with me, would not go into stores etc., and would respect social distancing just as I do at home.

(2) Camping at a normal Maine campground.

(3) Camping at a remote campground where contact with people other than a caretaker is rare. Example: kayak camping on Richardson Lake.

The basic concept seems to be that out-of-staters will enter Maine and go to their second home and stay there for 14 days. What about those who don't have a second home and they want to visit Maine for one to five days?

(Yes, I know about the proposal that out-of-staters have proof of a negative COVID-19 test.)
Seems pretty clear to me. I read the website and orders too, as I was curious. My state has pretty much the same thing in place and several friends returning from out of state faced quarantine. Granted, no one was parked on their doorstep to insure they followed the rule; they prepared for it and policed themselves. IMHO your confusion has to do with the definition of essential travel.

If you need to travel across state lines because of work, obtain a necessary service, operation of a business that was permitted to reopen, conducting official duties, that's essential travel. Crossing state lines for recreation (doesn't matter if its day trips or longer) is NOT essential travel. Doesn't matter if your destination is a campground, hotel, remote lake, or your own second home. Once you arrive from out of state on a non-essential visit, you stay at that destination for 14 days.

Recreational trips into Maine don't meet the criteria of essential travel. Those people mentioned who were routinely crossing in and out were simply not caught or reported by anyone. If you don't care about being a scofflaw and can't live without your day trips that is your choice to make. If you end up being reported by someone who isn't a scofflaw the consequences would probably ruin your whole day.

Default 14 Day Quarantine lifted

https://www.wabi.tv/content/news/Gov...571106521.html

“ People can opt to be tested once they arrive in Maine as well, but they must quarantine while they wait for results.”

A bit late. Cancelled my vacation last month. Again, first time in 22 years :-(
I can’t imagine how many also cancelled. Feel bad for all those businesses.

So where can they be tested in Maine, and how long does it take to get the results?

I sincerely hope they come up with a Covid-19 test as fast as the flu test which takes about 10-15 minutes for diagnosis. I'm probably dreaming though.

Speaking of which, the article doesn't say much if anything about day trips to Maine that do not require lodging. How would they check those visitors then?

Well here's the reality: today the parking lot at the Nubble Light was about 90% full. I only saw one license plate from Maine. At Long Sands beach in York people were respecting the "no sitting" rule on the beach---but they were sitting together in beach chairs behind their cars in the road! From Kittery to York I didn't see a single police officer, which makes me wonder whether anyone is taking the quarantine policy seriously. If it makes you feel better, I spent the day in Maine, did not enter any business establishments nor even use a bathroom, did not interact with anyone, and respected social distancing. One guy did blow his horn at me upon seeing my out-of-state license plate.

Portland Herald: "Visitors from nearby Vermont and New Hampshire, which both have low case counts like Maine, will be exempt entirely as of Friday, meaning they can come to the state without abiding by the quarantine and without a negative test."

Question answered.

If we had tests done in Michigan it would take a few days to get the results, then a few days to drive to Maine--so more than 72 hours. I'm not sure this helps in our situation.
