Moving water does freeze. Just the other day, talking to a friend - he checked on his mother's vacant farmhouse, which is heated (she stays in town for the winter) and found a drain pipe in basement had frozen and kitchen sink was half full of water. The cause was moving water - a drippy kitchen faucet. Also icicles are caused and formed by moving water. I suppose you could make the argument as how fast or slow the water is moving but in any event it can freeze. I don't think I could sleep at night if I had my faucets running, slow, moderate or fast.

I agree with you. It is a colossal waste of water and even being in Maine where we are blessed with plenty of rain and snow, I just cannot do it. As for the hot water trick, I've yet to burst a pipe thawing out a pipe.
