There are no federal ORV stickers in Maine. On some government land out west you need a sticker to run your Jeep or ATV on government land. If we are already paying for this it isn't stimulus money.

After reading the article, that would be my question. Is this money actually "stimulus" money or is it money from a fund that has already been appropriated for this type of work?

This is NOT stimulus money. This is money from taxes and fees and is in the form of grants, not loans. Nothing to pay back.
