I've done it MANY times. I've enjoyed it best out of Provincetown MA (VERY short trip to the whales... sometimes barely out of the harbor), but it's fun out of Portland too. My vote is for yes, but it's very dependent on weather. Some may get seasick (I have NEVER had this problem I feel for anyone who has because it looks miserable) and you may not see anything.

Default Whale Watching Lubec Style

This is how it is doen in the Lubec/Eastport/Campobello area:

Stand on shore watch whales, no boat required.

Of course you can also take a boat and get a closer view if you like.
